In 1989 while investigating a woman accused of terrorist acts against the United States, Susanne Modeski who worked for an Army Advanced Weapons facility, she claims that she was framed for certain knowledge and the Military plan to test an unknown gas on the public. Mulder corners Modeski in a warehouse and is introduced for the first time to the three men who will publish the Lone Gunman publication, Byers, Langly and Frohike. Modeski is taken by unknown assailants who work for the syndicate including the man known as Mr. X.
On June 16, 1989 Mulder undergoes regression hypnosis with Dr. Heitz Werber, which triggers the memories of his sister's abduction. In 1991, Agent Mulder persuades his superiors to transfer him to the X-Files section. He reports first to VCU Section Chief Blevins and eventually reports to Assistant Director Walter Skinner. On March 6, 1992 Chief Blevins assigns Dana Scully to the X-files section as Mulder's partner.
