Eugene Victor Tooms was the suspect in the Baltimore serial killing incidents in early and late 1993. He worked for the Baltimore Municipal Animal Control during the time of George Usher and Thomas Werner's murder. He was captured crawling out of an industrial air vent, questioned and released.
Agent Mulder made a connection that was confirmed by retired detective Frank Briggs, that Tooms was involved in the Powhatan Mills Murders of 1933 as well as murders in 1903 and 1963. The first murder occurred at Tooms residence at 66 Exeter Street in 1903, where a nest was discovered as well as collected souvenirs.
Tooms was captured and arrested after attempting to attack Agent Scully in her home. His true age is not known as he probably committed more murders prior to 1903. There is genetic evidence of abnormalities in his skeletal and muscle system, Tooms is a mutant who hibernates every thirty years and needs human livers and bile for sustenance during the hibernation state. Leonard Vance died in a car accident in the early 1980s, but was reincarnated by Samuel Hartley, a young boy with the ability to perform miracles, the adopted son of Reverend Calvin Hartley. Vance was horribly scarred in the accident, and always wears a hat and dark glasses in public. He is a big, tall man, completely bald, with very pale skin. Following his accident, Vance came to work at Reverend Hartley's Miracle Ministry, where Samuel performs miracles. Vance appears to the crowds as proof of Samuel's ability, and also operates as Hartley's assistant and spokesperson for the Ministry.
Vance seems grateful for his second chance at life, but he is actually angry with Samuel for bringing him back, horribly scarred, and wishes the boy had allowed him to die. In revenge, Vance begins to murder, with the poison cyanogen bromide, the people Samuel tried to heal, in an effort to make Samuel lose his faith. Vance's efforts are successful, but when Samuel dies, his ghostly body appears in Vance's bedroom, accusing him of the murders. Vance commits suicide just as Mulder and Scully arrive to arrest him, having found traces of the poison in Margaret Hohman's body and realising that Vance had recently ordered cyanogen bromide.
